For the statistical work of the interior, right after the KMT government renamed "the Ministry of Internal Affairs" as "the Ministry of the Interior" in 1928, a bureau was established to take charge of the statistical work, originally it was the responsibility of the Department of General Affairs, the Ministry of Internal Affairs.¡@ In 1931 the government created an independent audit system and the Department of Audit was established on April 1st.¡@ To cope with the new system, the Ministry renamed the Bureau of Statistics as "the Department of Statistics" in 1935.¡@ In 1950, the Department of Accounting and the Department of Statistics were combined into the Department of Audit.¡@ Three years later, in 1953, as the founding system was restored, the Department of Accounting and the Department of Statistics were separately established again.

The Department of Statistics has one Director in charge of overall affairs of the Department, and one Deputy Director who is assisting the Director with daily affairs. Under this Department, there are four divisions.¡@¡@ Also in July 1989, a committee was established and the Political Vice-minister of the Ministry was appointed as the Chairman of the committee, and the Director was appointed as the Deputy Chairman.¡@¡@
There are totally 27 staffs: 17 are formal staffs ; 3 staffs are regularly employed by contracts; 7 are temporary hired by contracts. According to their educational background, 8 post-graduates (29.6%), 18 undergraduates and college graduates (66.7%) and 1 high vocational school graduates (3.7%). The average age is 43.7 years.¡@

1.     Execution of Statistical and Survey Programs

*Survey on the Elderly People¡¦s Living Condition in Taiwan-Fuchien Area

This survey aims at collecting the following information of old people above 50 and above 65 in Taiwan-Fuchien Area, and providing government as the important data to formulate the welfare policies for old people and making relating laws:

(1)    the status of body and mind;

(2)    current and expectedly optimal living style;

(3)    economic resources;

(4)    medical care and health condition;

(5)    obtaining employment;

(6)    leisure activities;

(7)    requirement and opinion on the welfare measures for elderly people; and

(8)    using and satisfaction on the welfare measures for elderly people.

The objects of this survey include citizens of ¡§ROC nationality¡¨, with the age above 50, living in ordinary households and non-family households in Taiwan-Fuchien Area.      

This survey adopts random sampling via telephone interviews mostly, field-interview survey partly. The sampling population of this survey executed in the year of 2002 was about 5,000 persons.

 

*Survey on the General Condition of Every Level of Vocational Societies and Social Societies in Taiwan-Fuchien Area

This survey aims at collecting the following information of every level of vocational societies and social societies in Taiwan-Fuchien Area:

(1)    number of the personnel;

(2)    income and expense of budget;

(3)    performance of managing culture activities;

(4)    source and using of the budget managing culture activities;

(5)    reasons of failing in managing culture activities; and

(6)    establishment and using of leisure facilities.

This survey can find out the measures government should reinforce, which are assumed to be the significant references for government to formulate the social construction policies as well as manage and assist civil societies.

The survey objects include every level of vocational societies (business associations and professional associations) regularly registered under the authorization of competent authorities of the central and local government, and social societies in Taiwan-Fuchien Area, excluding political groups, labor organizations (unions), farmer¡¦s associations and fishermen¡¦s associations. This survey is conducted by random sampling with a sample size of approximately 4,001 units, and is assumed by mailing survey mainly, assisted with field interviews.

 

*Survey on National Living Conditions in Taiwan-Fuchien Area

This survey is regarded as a public opinion poll. The purpose is to realize the following information of the national and can be a key reference for government in formulating the administration policies and research uses:

(1)    satisfaction on living;

(2)    future life¡¦s consciousness; and

(3)    expectation of the service government should reinforce.

This survey is conducted annually. The survey objects include the ¡§ROC nationality¡¨ citizens, aged above 20 and residing in Taiwan-Fuchien Area. This survey is assumed by random sampling proportioned by level via Computer Assisted Telephone Interview (CATI) system. The sample size approximates 4,070 persons.

 

* Survey on People¡¦s Satisfaction on the Administration of the Ministry of Interior

This survey is regarded as a public opinion poll. The purpose is to collect people¡¦s satisfaction on the following service:

(1)  service referring to the MOI as civil administration, household administration, social administration, land administration, prevention of sexual assault, prevention of domestic violence; and

(2)  service of the agencies governed under the MOI as police administration, construction and planning administration, fire fighting administration, military service administration, and children¡¦s welfare.

Inspecting the survey results, government can timely realize the public reflection and grasp the public trends, and, with which to formulate policies, modify administration projects, and reinforce the service for the people. This survey is conducted per year and the survey reports are exclusively for the chief officers of the Ministry¡¦s internal reference units, not for public release.

The survey objects cover the adults above the age of 20 residing in Taiwan-Fuchien Area. The survey is assumed by random sampling with a sample size of 1,200 persons approximately via the Computer Assisted Telephone Interview (CATI) system.

 

* Survey on the Living Requirements of Physically and Mentally Disabled People in Taiwan-Fuchien Area

The purpose of this survey focuses on the following information of physically and mentally disabled people in Taiwan-Fuchien Area:

(1)family, economic, life and leisure conditions;

(2)working, obtaining employment, and professional training conditions;

(3)requirement of medical insurance; and

(4)understanding, using and expectation of the welfare for physically and mentally disabled people managed by government.

Above-mentioned information can be a key reference for government in:

(1)  formulating social welfare policies and regulations relating to physically and mentally disabled people;

(2)  analyzing the supply and demand of welfare facilities for physically and mentally disabled people, designing relevant projects and planning relevant policies ; and

(3)    promoting every welfare measures, together with civil association, for physically and mentally disabled people.

The objects cover the physically and mentally disabled people regularly residing in Taiwan-Fuchien Area. This survey is conducted by random sampling via field interviews and investigation. The survey will be proposed to be conducted in 2003, and the sample size will approximate 9,000 persons.

 

* Survey on the Conditions of Single Parent Families in Taiwan-Fuchien Area

This survey is conducted according to ¡§Phase 3, the Medium-ranged Project of the Statistics Development of the ROC (1998-2002)¡¨ announced by the Executive Yuan and the Ministry¡¦s service and duties. It mainly collects information of single-parent families in order to enrich the primary data of the social welfare, so as to let government adopt appropriate measures involving social welfare and social rescue.

This survey uses the computerized data of the household administration to draw up the population list. The contents of the questionnaires are designed by inquiring the requirements of the service units. The Department also invites associated experts and scholars to join the discussion. The survey area covers Taiwan, Penghu, Kinmen and Matsu. The survey objects are set to be the family, domiciling in the survey area, constituted of single parent with at least one unmarried child under 18. The interviewed object refers to the head of the forgoing family including divorcement, separation, illegitimate breed and adoption (for the registered exclusively), the widowed (spouse lost).

*Survey on the Living Conditions of Low Income families in Taiwan Fuchien Area

This survey purpose is to collect the following information of low-income families for government in formulating social welfare policies and regulations relating to the social rescue:

(1)    primary data;

(2)    requirements of the welfare; and

(3)    understanding, using and expectation of the social rescue for low income families managed by government.

These objects include independent households fitting the recognition criteria for low income families. This survey is conducted by random sampling with a sample size of 5,100 persons approximately via field interviews and investigation.

 

*Survey on Women¡¦s Living Conditions in Taiwan-Fuchien Area

This survey purpose focuses on collecting the following information of the women in Taiwan-Fuchien Area which can be a reference for the Ministry in adopting the administration:

(1)    individual status;

(2)    working conditions;

(3)    family conditions;

(4)    social involvement and leisure conditions;

(5)    particular circumstances;

(6)    information skills and experiences;

(7)    recognition degree of the legislation of women¡¦s equities; and

(8)    understanding and expectation of welfare for women.

The objects are set to be the ¡§ROC nationality¡¨ female population, aged 15-64, living in ordinary households in Taiwan-Fuchien Area. This survey is conducted by random sampling with at lease 3,500 effective samples via telephone interviews.

 

* Survey on People¡¦s Satisfaction on Public Security in Taiwan Area

The purpose is to collect people¡¦s subjective intention of:

(1)    satisfaction on the public security for the last 3 months in the county or city where they are living;

(2)    opinions on violence crimes and stealing situation;

(3)    policemen¡¦s performance of executing their duties; and

(4)  policemen¡¦s service attitude of accepting and dealing with the case people have reported to them.

This survey can reflect people¡¦s feeling about the public security for the last 3 months in every county and city which will be the subjective indicator of assessing the performance of the police agencies in executing their duties. Meanwhile it can verify the objective indicator and be the reference in enhancing police service quality.

The objects of this survey cover the citizen living in Taiwan Area. This survey is conducted by random sampling with an effective sample size of 18,400 persons at least. The survey method: telephone interviews with real-time monitoring system. The survey was first held in October 2002.  

 

2.     Management Compiling of Official Statistics

 

*Formulating the Project of Official Statistics

The project of the Ministry¡¦s official statistics was formulated according to ¡§Notice on Formulating the Official Statistical Project¡¨, concluded by Directorate-General of Budget, Accounting & Statistics (DGBAS) of the Executive Yuan in 1989. The project is frequently added and modified by the variation of the Ministry¡¦s competent regulations as well as the requirements of the Ministry¡¦s service. There are 313 kinds of statistics reports currently including 69 kinds of monthly reports, 29 kinds of season reports, 33 kinds of biannual reports, 176 kinds of annual reports, and 6 kinds of irregular reports.

 

*Collecting, Compiling and Urging the Official Statistics Reports

Based on the time-limit of the compiling and publication of the statistics reports, the Department manages the collecting, auditing and urging works. The Department has compiled and published the statistics reports of the Ministry¡¦s official affairs for 1,189 times through out the year. The foregoing reports should be audited in detail. If there¡¦s any fault, we should immediately refer to the data supplied units for further explanation or modification. After corrected, the reports shall be keyed (transferred) into the database for publication or application of the Department.

 

* Holding Seminars for the Reports of the Official Statistics 

To enhance quality and the timely effect of the forgoing reports, this Department regularly holds seminars for the reports of the official statistics, respectively in the fields of civil administration, social administration, land administration.

 

*Reviewing the Statistical Operation

This Department regularly assigns its staff to every county and city government, governed agency for reviewing and auditing the reports of the official statistics. For the quality and accuracy of statistical data, the Department also makes notices for the local government sand agencies about the review results and demerits left to be improved.

 

3.     Compiling and Calculation of Life Tables

 

The purpose of compiling and calculation of life tables is to understand the standard of the national average life, which is used to display the growth and decline of the national health and life. Modernized countries all think highly of the editing and calculating of life tables, and applying the outcome of the table to the assessment of their domestic, social and economic welfare indicators. In the ROC governments, the Department is the unique unit responsible for, calculating and releasing the national life tables, which have become an important reference for courts, consoler¡¦s offices, and insurers in measuring civil compensation and rating the insurance charge.

To enhance the application degree, the Department reinforces various life tables for particular uses, which can be a reference for government¡¦s administration in the fields of sanitation, welfare, annuity and rating the insurance charge, e.g. the multiple death-factored life table and the health life table are used for public sanitation policies and research of illness prevention.

 

4.Establishment and Service of the Statistical Information System

 

*Management & Maintenance of the Interior Statistical Database

The interior statistical database is built by the feature and the application of the Ministry¡¦s statistical data to ensure the consistency and accuracy.

Since developed in 1995, the interior statistical database has subsequently completed systems of processing statistics on official affairs, processing survey statistics, compiling and calculation of life tables, and statistical terminology index search. In addition to the functions of on-line search, editing and publication, calculation, and cross search, it also features in automatic transition to build web pages. Currently the latest statistic on official affairs is transferred into this database for on-line search, besides, the management of editing and publication of the statistics, as well as the periodicals, is completed by the database which largely reduces the costs of repeated filing and the human power in proofreading, so the statistical consistency, time effect, and quality can be ensured.

To integrate the interior statistics networks for sharing the information, and to avoid the waste from repeatedly developing, the Department has migrated this system to its governed agencies since 1998, and now the data transmission and reporting are processed via this interface of the system.

In order to meet the Internet technique and the need of service, since 2001 we¡¦ve proceeded with a project to enlarge the functions of the database and developed the ¡§Internet Transmission and Reporting Mechanism of the Report on Official Affairs in Land Administration¡¨, which is transmitted via the World Wide Web. Through this speedy system we are going to offer more accurate information, and, in the long run, to reach the goals of reciprocals and sharing the resources.

 

*Establishment of the Statistical Service Desk for People¡¦s Convenience

To enhance the service quality and to promote the well-intentioned interaction between the public and the Ministry, the staff of the Department voluntarily have planned and built a service website in Chinese and English interfaces. The site includes overview of the interior affairs, latest information, major reference index, monthly reports on interior statistics, annual reports on interior statistics, summary of survey report, life table statistics, topic analysis, gender statistics, definition of the interior statistical terminology, advance announcement of statistics release, report program of official affairs, contents of publications, statistical information service, introduction to the Department of Statistics, domestic and international statistics agency websites. The Department will keep adding and modifying the web pages service in accordance with service requirements.

 

*Building on Geographic Graph Application System of Interior Statistics

This project performed is based on ¡§Project on Construction of Geographic Information System Infrastructure¡¨ and ¡§Phase 3, the Medium-ranged Project of the Statistics Development of the ROC¡¨. It is an innovative information service consolidated with space and time attributes on which people may execute various location inquiries. Besides, the project can dynamically output relevant statistical charts and statistical diagrams on a basis of the smallest statistical area (or block).

In the year of 2001 there were two exemplified areas of Taipei City and Taichung City, with integrated geographic graphs and location image files. In the application system users may browse and inquiry on the smallest area for related information such as the statistics of population and low-income families.

In the year of 2002 we have subsequently developed Taipei County, Taichung County and Kaohsiung County, as well as Kaohsiung City.

 

5.Compiling and Publication of Various Statistics Periodicals

 

To provide the Ministry¡¦s service management and decision with available statistics, to display various administration performance of the Ministry, and to let the general public have a better understanding of the Ministry¡¦s service, the Department edits and publishes the following 5 periodicals:

 

*Overview of Interior Affairs

The purpose of the Overview is to offer the public current, major interior affairs, and offer the reference for visitors and for the presentation of every unit of the Ministry. It consists of 9 chapters including the Ministry¡¦s organization, civil administration, household administration, land administration, military service administration, police administration, construction and planning administration, and fire fighting administration. The Overview features word description, assisted with graphical comparison and analysis, which will be convenient for readers.

 

*Monthly Report on Interior Statistics

The contents of the monthly report are mostly selected from the analyses on the important statistical data, assisted with brief illustration, to demonstrate the Ministry¡¦s service performance and variant trends.

 

*Annual Report on Interior Statistics

The publication purpose is to deliver the execution results of interior service which may deemed as the reference for improving the service carried out by the Ministry and formulating administration projects, and for the research of civil industries and science institutions. The contents include chapters of territory and land, population, civil administration, social welfares, police administration, fire fighting administration, and construction & planning administration.

 

*Major Reference Indexes of Interior Statistics

The indexes, derived from frequently used interior and social, economic statistics, consist of the indexes of population, civil administration, social welfares, police administration, fire fighting administration, construction & planning administration, domestic and international statistical indexes.

 

*Interior Statistics Alert

This weekly alert is selected from the key statistical data with brief illustration and assisted with analysis charts. The alert, issued on Thursday, is delivered to the Minister, the Vice Ministers, and the chief officers of every department/unit by e-mail.

 

6. Applied Statistical Analysis

To enhance the functions of the statistical information, the Department frequently uses official statistics and survey statistics in writing various analyses on topic statistics, which will be sent to the Minister, the Vice Ministers for consent, then contributed to every unit for reference and application.
