TERMS OF REFERENCE ON PROVISION OF STATISTICAL INFORMATION IN COMPUTER MEDIA BY THE MINISTRY OF INTERIOR

1. The Ministry of Interior (hereinafter called “MOI”) establishes these Terms of Reference with a view of strengthening the services for statistical information and effective use of resources, avoiding repeated investment in data establishment, promoting application for statistical analysis, and instilling the concept of cost for use by charging reasonable fees.

2. In case of involvement in security protection, protection of intellectual property, and confidentiality of personal information, the operation of these Terms of Reference shall be subject to Statistics Law, Copyright Act, Guidelines for Protection of National Confidential Information, Act for Protecting Personal Information Processed Through Computers and its Bye-laws, Rules for Protection on Computer Equipment Security and Informational Confidentiality for Authorities of Executive Yuan, Guidelines for Protection on Personal Information Processed through Computers in Executive Yuan and Its Administrative Institutions at All Levels, Terms of Reference for Circulation of Electronic Information in Administrative Institutions, and the provisions defined in these Terms of Reference.

3. The statistical information in computer media as defined in these Terms of Reference represents various non-confidential statistical information concerning stored in the statistical data base of the MOI or stored in the computer media concerning the survey statistics operated by the Department of Information Statistics, MOI.

4. Any organizations, public and private business institutions, schools, groups or individuals intending to record the statistical information from the MOI computer media shall file application to the MOI for approval and pay necessary cost incurred from the application. All payments will be paid to the national coffers. The MOI may grant the authority for use free of charge to the administrative institutions and public representation organizations to be provided by oneself with computer media.

5. Please refer to the appendices for the operational flowchart, categories of survey statistics and costs for machine time, application form, process form, notice of review results, and advice of delivery. The link to the website for the appendices is http://www.moi.gov.tw/W3/stat/bbs/bbs01.htm.

6. Any statistical information recorded from the computer media of MOI shall not be used for commercial or illicit purposes, and shall not be reproduced for use of any third party.

7. Center for Survey Research, which belongs to Tsai Yuanpei Research Center for Humanities and Social Sciences, is authorized by MOI to administrate and control the region for members. The Center shall record in detail the statistical data used by the members, report to MOI periodically for reference, and demand the users to feedback their research results to MOI as apparatus criticus.

Handling charges = materials cost (floppy disk) + machine time cost (information processing and use of equipment) + postage

Materials cost: means the cost for media (floppy disk), exemption for self-preparation or sending by email.

Domestic: NT$50 per floppy disk

Overseas: US$2 per floppy disk

Machine time cost: means the cost for information processing and use of equipment.

Refer to Appendix 2 for machine time charges, however, the schools, academic institutions or charity organizations requesting the information for academic or research purpose may be charged for half price based on the above schedule.

Postage will be charged according to actual cost for registered mail. Exemption for collection in person or sending by email.
